TRAINING BACKGROUND WORKING AT HEIGHT

Employee may need work in elevation situations. The tasks can be as simple as changing a light bulb or difficult as painting chimney or tower erection. Both of these work situations require fall protection for the employee while the job is being done. At greater heights, as in construction or utility work fall protection becomes mandatory under most safety regulations. Company can use many methods to prevent employees from falling.

He was born in Pasuruan East Java, 14 March 1950. He got his B.Sc in Public Health from APK Surabaya in 1971 and was graduated from Economic Management Sriwidjaja University, UNSRI, Palembang in 1996. He has certificates in Health, Safety, and Environment (HSE) from Depnakertrans RI/Institutions and Universities in Indonesia, institutions and Universities in UK, and National Safety Council. Experienced in setting up Health and Safety Management System documentation and its application. Experienced internal lead auditor SMK3 in PT. Pupuk Sriwidjaja, and External lead auditor SMK3 for Indonesian Association Fertilizer Producer. He has been teaching industrial training classes for many classes related to topics of his competencies, HSE. Many participants from many companies in Indonesia have participated in his training classes.

PENDAHULUAN:

Keberadaan Panitia Pembina Keselamatan dan Kesehatan Kerja (P2K3) tidak akan efektif jika kepengurusan tidak didukung oleh kemampuan manajerialnya. Pelaksanaan keselamatan dan kesehatan kerja (K3) adalah upaya untuk mengendalikan potensi bahaya dengan menerapkan syarat-syarat K3 sehingga dicapai suatu tingkat risiko yang dapat diterima (risk acceptable). Syarat-syarat K3 ditetapkan melalui peraturan perundangan. Pelaksanaan K3 di perusahaan merupakan tanggungjawab bersama antara pengusaha/manajemen perusahaan dan tenaga kerja. Salah satu persyaratan K3 yang harus dipenuhi oleh perusahaan adalah kewajiban untuk membentuk P2K3 (Panitia Pembina Keselamatan dan Kesehatan Kerja) yang beranggotakan wakil-wakil pengusaha/manajemen perusahaan dan tenaga kerja. Pada pelatihan ini akan dibahas masalah P2K3 mulai dari bentuk organisasi sampai kemampuan pengurusnya untuk menghasilkan P2K3 yang efektif dan pro aktif sesuai peraturan perundangan

 

TUJUAN TRAINING:

Setelah mengikuti pelatihan ini, diharapkan peserta akan mampu untuk :

  1. mengerti dan memahami peraturan perundangan K3;
  1. mengerti dan memahami tentang tugas pokok dan fungsi P2K3, serta tugas dan tanggung jawab pengurus, sekretaris dan anggota P2K3;
  2. memahami konsep dasar pencegahan kecelakaan kerja;
  3. memamahami prinsip-prinsip SMK3;
  4. menyelenggarakan rapat-rapat P2K3 dan memberikan rekomendasi peningkatan pelaksanaan K3 kepada manajemen perusahaan;
  5. mengelola P2K3 sebagai forum komunikasi, konsultasi, dialog dan kerjasama dalam meningkatkan pelaksanaan K3,
  6. memahami strategi reaktif dalam pencegahan kecelakaan kerja melalui konsep investigasi kecelakaan dan analisis kecelakaan kerja;
  7. menyusun program K3

BACKGROUND:

Living in a healthy place means having adequate housing; a secure and meaningful livelihood; access to schools, parks, and public spaces; safety and freedom from violence; unpolluted air, soil, and water; and a society that promotes not only opportunity and innovation but also cooperation, trust, and equity. HIA is a systematic, structured practice that uses the best available theory and evidence to make reasoned judgments on the prospective health impacts of policy decisions, including projects, plans, programs, and policies undertaken by government or the private sector.

Other defining characteristics of HIA include a broad definition of health and health determinants, application to policy making in all sectors, involvement and engagement with decision makers and affected stakeholders, explicit concern with vulnerable populations, and a commitment to inclusion and transparency (Quigley 2006). The two primary outputs of HIA are an analysis of health impacts and decision alternative and mitigation strategies to ensure that decisions protect and promote health. Health Impact Assessment (HIA) has a simple and common sense purpose—to make visible the potentially significant human health consequences of public decisions and thus to facilitate the greater consideration of health in policy decisions.

 

TRAINING OBJECTIVES:

The objectives of this course are to provide decision-makers to: identify plausible, potential harms or benefits to health; enumerate the health benefits or adverse consequences of various policy options; analyze disproportionate or unequal harms or benefits to different populations; and modify policy design in more protective, beneficial, or equitable ways. HIA can provide a structure for discussion of issues where health concerns are a source of public controversy and can help generate buy-in for policy implementation.

 

WHO SHOULD ATTEND THIS TRAINING?:

HSE personnels and others responsible for making reasoned judgments on the prospective health impacts of policy decisions, including projects, plans, programs, and policies undertaken by government or the private sector.

 

TRAINING MATERIAL OUTLINE HIA

Day 1:

  1. Review and discuss the value and purpose of HIA as a healthy public policy tool.
  2. Learn the steps and tasks of a typical HIA.
  3. Discuss successes and lessons learned from HIA case studies.
  4. Gain experience in the screening and scoping stages of HIA.
  5. Understand roles for community members, public agencies, decision-makers and other stakeholders.

Day 2:

  1. Understand the tasks and goals of the assessment stage in HIA, and about the range of methods that have been used in various HIAs.
  2. Learn about and apply HIA tools to assess community conditions that promote health, and understand the importance and limitations of applying these tools.
  3. Learn about the Healthy Development Measurement Tool (HDMT) and gain experience exploring and accessing community health indicators.
  4. Discuss principles for use of evidence in decision-making and implications for HIA practice.

Day 3:

  1. Continue to learn about approaches that can be used in the assessment stage of HIA, including forecasting tools and health risk assessment and modeling.
  2. Understand a general approach to evaluating and utilizing epidemiologic evidence and health risk assessment to predict and quantify health impacts of public policies.
  3. Through problem solving, understand sources of uncertainty and limitations of evidence.
  4. Understand a general approach for identifying recommendations and analyzing alternatives and mitigations.
  5. Discuss principles for ethical use of evidence in decision-making and implications for HIA practice.

Day 4:

  1. Learn about the communication, monitoring, and evaluation stages of HIA.
  2. Discuss the opportunities provided by environmental impact assessment for integrated health/social/environmental analysis.
  3. Collectively explore opportunities to advance HIA in practitioners’ jurisdictions.
  4. Consider lessons for successful HIA applications including various roles stakeholder and decision-maker buy-in and inter-agency communication.

TRAINING BACKGROUND CANTEEN HYGIENE

There are hazards in any workplace that can cause injuries and/or illnesses for the people who work there. Injuries and illnesses on the job are costly and damaging, both for the individual employee who gets hurt and for your canteen as a business. Job injuries and illnessess contribute to high turnover, absenteeism, higher workers’ compensation costs, and unhappy, less productive staff. In a catering, common injuries include cuts, burns, falls, and strains and sprains from lifting.There are also repetitive motion injuries and injuries from robberies and assaults. One of the best strategies to prevent job injuries and illnesses is regular health and safety training for employees. Regular training helps employees learn how to avoid hazards, keeps lines of communication open between you and your employees about hazards you may not be aware of, and lets employees know that you are serious about promoting sound safety policies and work practices in your catering activity.

 

TRAINING OBJECTIVES CANTEEN HYGIENE

This training program is designed to help you work together with your staff to design a creative, simple health and safety plan for your canteen. Involving your staff in identifying potential problems is an effective way to get employee buy-in regarding the importance of health and safety. This training can also help you meet some of the requirements of OSHA’s Injury and Illness Prevention Program standard. In addition to training, part of your plan should be regular safety meetings to discuss the hazards in your canteen and generate ideas for correcting them.

Bambang Pamudji, B.Sc.,SE. has much real experiences, he is former Senior Health and Safety staff at PT. Pupuk Sriwidjaja,PUSRI(Urea Fertilizer Manufacturer) Palembang. He was born in Pasuruan East Java, 14 March 1950. He got his B.Sc in Public Health from APK Surabaya in 1971 and was graduated from Economic Management Sriwidjaja University, UNSRI, Palembang in 1996. He has certificates in Health, Safety, and Environment (HSE) from Depnakertrans RI/Institutions and Universities in Indonesia, institutions and Universities in UK, and National Safety Council. Experienced in setting up Health and Safety Management System documentation and its application. Experienced internal lead auditor SMK3 in PT. Pupuk Sriwidjaja, and External lead auditor SMK3 for Indonesian Association Fertilizer Producer. He has been teaching industrial training classes for many classes related to topics of his competencies, HSE. Many participants from many companies in Indonesia have participated in his training classes.

Globalisasi perdagangan saat ini memberikan dampak persaingan sangat ketat dalam segala aspek khususnya ketenagakerjaan yang salah satunya mempersyaratkan adanya perlindungan atas keselamatan dan kesehatan kerja. Untuk meningkatkan efektifitas perlindungan keselamatan dan kesehatan kerja, tidak terlepas dari upaya pelaksanaan keselamatan dan kesehatan kerja yang terencana, terukur, terstruktur, dan terintegrasi melalui SMK3 guna menjamin terciptanya suatu sistem keselamatan dan kesehatan kerja di tempat kerja. Penerapan keselamatan dan kesehatan kerja melalui SMK3 telah berkembang di berbagai negara baik melalui pedoman maupun standar.

OHSAS 18001:2007 adalah suatu standar internasional untuk Sistem Manajemen Kesehatan dan Keselamatan Kerja. Diterbitkan tahun 2007, menggantikan OHSAS 18001:1999, dan dimaksudkan untuk mengelola aspek kesehatan dan keselamatan kerja (K3) daripada keamanan produk. OHSAS 18001 menyediakan kerangka bagi efektifitas manajemen K3 termasuk kesesuaian dengan peraturan perundang-undangan yang diterapkan pada aktifitas-aktifitas anda dan mengenali adanya bahaya-bahaya yang timbul.

Untuk memberikan keseragaman bagi setiap perusahaan dalam menerapkan SMK3 sehingga perlindungan keselamatan dan kesehatan kerja bagi tenaga kerja, peningkatan efisiensi, dan produktifitas perusahaan dapat terwujud maka perlu diterapkan Persyartan minimal menngenai K3 yaitu OHSAS

DESKRIPSI PELATIHAN

Menurut PER.05/MEN/1996  tentang Sistem Manajemen  Keselamatan  dan Kesehatan Kerja (SMK3) Pasal  3  menjelaskan  bahwa  setiap  perusahaan  yang  mempekerjakan  tenaga  kerja  sebanyak  100 orang atau lebih dan/atau mengandung  potensi bahaya yang ditimbulkan oleh karakteristik  proses atau bahan produksi yang dapat menyebabkan kecelakaan kerja seperti peledakan, kebakaran, pencemaran  dan penyakit  akibat  kerja, wajib  menerapkan  SMK3.  Kewajiban  mengenai  penerapan SMK3 oleh setiap perusahaan ini ditegaskan kembali dalam Pasal 87 Undang-Undang  No. 13 tahun 2003   tentang   Ketenagakerjaan    yang   berbunyi:   setiap   perusahaan   wajib   menerapkan   sitem manajemen   keselamatan   dan   kesehatan   kerja   yang   terintegrasi    dengan   sistem   manajemen perusahaan.
